Abstract
In the island settlement of Cayo Granma, located in the bay of Santiago de Cuba, an urban and architectural intervention proposal is being developed with a view to preserving and enhancing the built heritage. This territory, characterized by its high historical, environmental, and cultural value, is located within the protected area of the Morro San Pedro de la Roca Castle, declared a World Heritage Site by UNESCO, which imposes criteria for action based on conservation, landscape integration, and respect for the heritage environment. The initiative, called Proyecto Fénix, proposes a comprehensive urban rehabilitation process that includes the restoration of 20th-century wooden houses, the consolidation of public spaces of social relevance, and the incorporation of resilience strategies to address coastal vulnerability. These actions are based on the current regulatory framework, particularly Decree Law 77/2023 “On Coasts” and Law 155/2022, General Law on the Protection of Cultural and Natural Heritage, which regulate intervention in areas of high heritage and environmental value in Cuba. From an architectural point of view, the project envisages the rehabilitation of the San Rafael church, prioritizing the recovery of its formal and constructive integrity. It also proposes the insertion of a new building for gastronomic use, conceived as a functional and economic hub capable of boosting local activity, in line with the heritage values of the surrounding area.
